Return to Tradition says extraordinary ministers began “in defiance of the Vatican”. Rome itself created them in 1973

Discussing the Gaylord decrees, Anthony Stine says lay ministers of Communion came in during the 1970s against the Vatican’s will. The faculty was granted by a Vatican instruction approved by Paul VI. He is right that Rome has never required Mass facing the people.

In a Return to Tradition episode published on 15 October 2026, Anthony Stine discusses the decrees of Bishop Jeffrey Walsh of Gaylord, Michigan, on Mass facing the people and on lay ministers, which take effect that day. Along the way he makes two claims about liturgical law: one about how extraordinary ministers of Holy Communion began, the other about what the rules say on the priest’s orientation.

Context

The episode also covers Pope Leo’s recovery and comments by Peter Kwasniewski on the decrees, and predicts changes to the traditional Mass from the French bishops. Those parts are commentary or relayed reports and are not rated here. Our separate analysis of the Gaylord decrees checks them against the Vatican’s texts.

Statement 1 · Anthony Stine

Extraordinary ministers of Holy Communion were introduced in the 1970s in defiance of the Vatican.

  1. Verifiable fact

    Created by a Vatican instruction

The instruction Immensae caritatis (29 January 1973) of the Sacred Congregation for the Discipline of the Sacraments states that “Pope Paul VI has decided it opportune to authorize special ministers” and gives local Ordinaries the faculty to appoint them, among other cases “whenever the number of faithful wishing to receive communion is so great that the celebration of Mass or the giving of communion outside Mass would take too long” (text). The norms were issued, it says, in response to requests from several bishops’ conferences.

  2. Verifiable fact

His point about their exceptional character stands

Later Vatican documents stress that these ministers are extraordinary and are to be used only when there is real necessity, and they reprove their routine use (Redemptionis Sacramentum 151–158). Stine’s criticism of how widely they are used is a fair argument; the claim that they began against the Vatican’s will is not.

Statement 2 · Anthony Stine

Liturgical law does not require Mass to be celebrated facing the people.

  1. Verifiable fact

    The 2000 Vatican response

Asked whether the General Instruction requires celebration facing the people, the Congregation for Divine Worship answered in 2000 that “the word expedit does not constitute an obligation, but a suggestion” (response). Stine quotes this response accurately later in the episode.

Bottom line

Stine is right that no rule requires Mass facing the people. But extraordinary ministers of Communion did not begin “in defiance of the Vatican”: a 1973 Vatican instruction approved by Paul VI created them, for cases of real need.
