Who did the 2 July decree excommunicate? Checking a OnePeterFive report against the text

OnePeterFive said SSPX bishops and priests were excommunicated but not necessarily the faithful who attend SSPX Masses. On lay people the Vatican’s own texts bear that out; on priests, and on the sacraments, it needs qualifying.

On 2 July 2026, the day after the Society of Saint Pius X (SSPX) consecrated four bishops at Écône without a papal mandate, the Dicastery for the Doctrine of the Faith (DDF) issued a decree and an explanatory note on the consecrations (vatican.va; vatican.va; Vatican News). Many Catholics who attend SSPX chapels asked a simple question: am I excommunicated? The same day OnePeterFive, a traditionalist Catholic website, published a short report by its editor-in-chief, T. S. Flanders, under the headline ‘SSPX Bishops and Priests Excommunicated, Not (Necessarily) the Faithful who attend SSPX Masses’ (OnePeterFive). Set against the Italian originals, the published English translations and the reconciliation procedure the Dicastery released the same day, the report is accurate in part and needs qualification in part.

which declares that the SSPX Bishops and priests are excommunicated latae sententiae, and are thus in schism. As for the faithful who attend the SSPX Masses, these faithful can also be in schism and excommunicated if they “adhere to the schism.”

— T. S. Flanders, editor-in-chief of OnePeterFive, OnePeterFive (T. S. Flanders)

In brief: OnePeterFive said the decree and explanatory note declare SSPX bishops and priests excommunicated latae sententiae, while lay people who attend SSPX Masses are excommunicated only if they adhere to the schism, which must be assessed case by case.

Context

Why the question matters

Alongside the decree on the six bishops, the Dicastery’s explanatory note addresses the status of the Society’s clergy and lay faithful, and its procedure sets out how priests and lay people can be reconciled (vatican.va; DDF procedure). The Associated Press reported that by declaring a schism and extending excommunications to potentially thousands of Catholics, the doctrine office went beyond the minimum sanctions foreseen by canon law (AP). That has made precise reading important for the many Catholics who attend SSPX chapels without being members of the Society. The official texts were published in Italian; America reported that they were sent to accredited media without translations (America). The English versions in circulation, including Vatican News’s rendering of the note and the translations by Rorate Cæli and Where Peter Is, differ slightly in wording (Vatican News; Rorate Cæli; Where Peter Is).

A point of agreement

Commentary on the decree has often divided along familiar lines. This report is a case where a traditionalist outlet’s summary and the official texts largely agree.

On statement 1 · T. S. Flanders, editor-in-chief of OnePeterFive

The quoted words are the second half of the article’s opening sentence; ‘which’ refers to the decree and explanatory note signed by Cardinal Víctor Manuel Fernández. The article’s own commentary is two paragraphs. The second says the note cites a 1996 document, still in force, which in OnePeterFive’s words clarifies that one can attend SSPX Masses without adhering to the schism, a situation to be assessed case by case in the external and internal forums. The rest of the article reproduces the Italian texts and Rorate Cæli’s unofficial English translation (OnePeterFive).

The report appeared amid differing readings of the decree. EWTN News reported that the decree warned clergy and lay faithful not to adhere to the SSPX’s schism, under penalty of automatic excommunication (EWTN News); America headlined its report as declaring SSPX bishops excommunicated and warning priests and lay faithful of schism (America). Diocesan bishops in the United States issued statements and notices to their own faithful, with differing emphases (Diocese of Arlington; Diocese of Syracuse; Diocese of Knoxville; Diocese of Gaylord). The Bishop of Syracuse wrote that continuing to take part in the activities of an SSPX chapel after learning of the prohibition would be seen as formal adherence, while the Bishop of Arlington wrote that lay people who do not reject the Magisterium or papal authority and engaged with the SSPX for solely liturgical or spiritual reasons are not considered excommunicated, but must resolve not to take part in SSPX worship in future.

  1. Verifiable fact

    Bishops: declared excommunicated by name

The decree’s operative declaration concerns bishops. It declares that Bishop Alfonso de Galarreta and the four priests he consecrated (Pascal Schreiber, Michael Goldade, Michel Poinsinet de Sivry and Marc Hanappier) have incurred ipso facto the latae sententiae excommunication reserved to the Apostolic See, and that Bishop Bernard Fellay, who took part as co-consecrator and so publicly adhered to the schismatic act, has incurred the latae sententiae excommunication of canon 1364 §1. It closes with a general warning that clerics and lay faithful who adhere to the Society’s schism would incur latae sententiae excommunication ipso facto, without naming anyone else (decree, Italian original; Rorate Cæli translation). The decree cites canon 1387 of the Code of Canon Law in the 2021 numbering of Book VI, which punishes both a bishop who consecrates someone a bishop without a pontifical mandate and the person consecrated, together with canon 1364 §1, under which an apostate, heretic or schismatic incurs latae sententiae excommunication (Code of Canon Law, Book VI). Vatican News, The Pillar and EWTN News all reported the six bishops as declared excommunicated (Vatican News; The Pillar; EWTN News). The decree was signed by Cardinal Víctor Manuel Fernández with the secretaries of the dicastery’s disciplinary and doctrinal sections.

  2. Verifiable fact

Priests: described as schismatics, with sacramental consequences

Apart from the four men it says were consecrated bishops, the decree names no SSPX priest; it mentions clerics only in its general warning. The explanatory note states that the sacred ministers belonging to the SSPX are in schism, must be considered schismatics and are subject to the excommunication provided for by law under canon 1364 §1, citing Ecclesia Dei 5c and nos. 5–6 of a 1996 note of the Pontifical Council for Legislative Texts (note, Italian original; Vatican News). That 1996 note had said that the ministerial activity of Lefebvrist deacons and priests within the movement is a more than evident sign of formal adherence to the schism (PCLT note, no. 6). The 2026 note also states that SSPX ministers administer the sacraments illicitly, and that the sacrament of penance they administer and the marriages at which they assist are invalid (note, no. 3; EWTN News; Crux). Crux summarised the outcome as the SSPX declared schismatic and its clerics excommunicated, and the Associated Press reported that the Society’s priests, about 750 of them, were declared schismatic and therefore excommunicated (Crux; AP). The SSPX rejects the charge of schism. In March, FSSPX.News argued that consecrating bishops against the Pope’s will, without conferring jurisdiction on them, is not in itself schism (FSSPX.News); on 13 July the Society announced that it had filed a preliminary recourse against the decree with the Dicastery, which it says suspends the decree’s execution under canon 1353 (FSSPX.News).

  3. Verifiable fact

Lay faithful: the test is formal adherence, not attendance

For lay people, the explanatory note says that those who formally adhere to the Society under the conditions set out in the 1996 note of the Pontifical Council for Legislative Texts, which it says remains in force and adopts as its own, are to be considered schismatics and excommunicated (note, Italian original; Vatican News). The 1996 note says formal adherence involves two complementary elements: an internal one, freely and knowingly sharing the substance of the schism and placing that choice above obedience to the Pope, and an external one, expressing that choice, its clearest sign being exclusive participation in the movement’s own ‘ecclesial’ acts, though the note adds that even this is not an unequivocal sign, since some of the faithful may take part in its liturgies without sharing its schismatic spirit. It adds that occasional participation in the movement’s liturgical acts, without adopting its attitude of doctrinal and disciplinary disunity, is not enough, and that cases must be judged one by one in the external and internal forums (PCLT note, nos. 5 and 7). The DDF’s statement of 13 May had already cited Ecclesia Dei 5c, which calls formal adherence to the schism a grave offence against God carrying excommunication (Vatican News; Ecclesia Dei). On 2 July the Dicastery also published a procedure for reconciling lay faithful. It says a penalty on lay people cannot be presumed automatically and must be assessed case by case; it gives members of the SSPX Third Order and lay people who habitually attend while formally sharing the Society’s doctrinal positions as examples of established imputability, and says that those who attended solely for liturgical or spiritual reasons, or who do not reject the Magisterium or the Pope’s authority, are not to be considered imputable (DDF procedure, Italian original; Rorate Cæli translation, which adds the word ‘ordinarily’ not found in the Italian; AP). The note also exhorts all the faithful to refrain from the Society’s celebrations and activities, and for lay people in the non-imputable group who seek reconciliation, the procedure says it is enough to approach a priest in full communion and resolve not to attend the Society in future. In the Dicastery’s texts, attendance is therefore not treated as formal adherence in itself, while the faithful are asked not to attend.

  4. TradWatch analysis

Accurate in outline, with two qualifications

OnePeterFive’s report is broadly consistent with the Dicastery’s texts. On bishops it is accurate, since the decree declares the penalty against six bishops by name. On lay people it is also accurate: the penalty applies only on condition of formal adherence, and the Dicastery’s own procedure says it is not to be presumed and that people who attended for liturgical or spiritual reasons are not to be considered imputable. Two qualifications matter. First, on priests the report follows the explanatory note rather than the decree. The decree’s formal declaration names only bishops; the note says SSPX clergy are schismatics subject to the excommunication of canon 1364 §1, without naming anyone. OnePeterFive was not alone in that reading: Vatican News wrote that the excommunication separates the Society’s bishops and priests from the Church of Rome, and the Associated Press and Crux also reported the clergy as excommunicated (Vatican News; AP; Crux). America reported that sources question what weight the note carries (America), and an anonymous canonist’s examination, summarised on Fr. Z’s Blog, argues that the decree does not excommunicate SSPX priests as a body (Fr. Z’s Blog). Readers relying on the headline alone will not see that this point is contested. Second, ‘Not (Necessarily)’ answers only the question of excommunication. The note also says SSPX confessions, and marriages at which its clergy assist, are invalid, and it asks all the faithful to stay away from the Society’s celebrations; Pope Leo’s letter of 29 June had warned that the consecrations would deprive the faithful of the licit and, in some cases, valid reception of the sacraments (vatican.va). OnePeterFive’s two-paragraph summary does not mention these points, although the translation it reproduces does. Catholics in this situation are best served by the texts themselves and their own bishop’s guidance rather than any headline, including this one.

Bottom line

On the central question, whether lay people who attend SSPX Masses are automatically excommunicated, OnePeterFive’s report matches the Dicastery’s texts: they are not, unless they formally adhere to the schism, and the Dicastery’s own procedure says a penalty is not to be presumed. On priests it follows the explanatory note rather than the narrower decree, as Vatican News and the Associated Press also did, though that reading is contested. Its summary also leaves out the sacramental consequences and the request to stay away from SSPX celebrations, though both appear in the translation it reproduces. It is a fair summary, but not a substitute for the texts.
