The address goes on to discuss social and cultural change, the Flight into Egypt and pastoral care of migrant families. It does not mention Communion, the sacraments or chapter VIII of Amoris laetitia.

Amoris laetitia says that “in certain cases” help for people in irregular situations “can include the help of the sacraments” (AL 305, n. 351) (Amoris laetitia). In 2016 Pope Francis wrote that the Buenos Aires bishops’ criteria, which allow access to the sacraments in some cases after discernment, contain the only interpretation: “No hay otras interpretaciones” (letter). Both texts were then published as authentic magisterium (AAS 108 (2016)).
